If you start out with -1 in an attribute because of a racial adjustment, adjust it up to anything but -1 then back down to -1 (thus recovering all of your spent points in that attribute), you are unable to complete the creation of your character... the error message is something to the tune of "Character creation failed for the following reason: The Strength attribute does not contain a vaild value." This does not occur if you leave said attribute at the default -1.

The game is offline at the moment while I prepare for the next testing phase. I am planning on bringing it back online Saturday, January 24, 2009 at around 11AM Eastern Time. But to answer your question, after you login, the place where it says the game is offline will display a PLAY button that will load the client and allow you to create a Character.
